Poland, September 2024. Głuchołazy. The Nysa Kłodzka river 

crossed the alarm threshold. 628 buildings in the flood zone. 

The Prime Minister sat in a Wrocław conference room with a 

whiteboard and a phone. BUT ...Nobody could answer one 

question: how many drones do we have 

within 30 kilometres?


OROS — Open Resilience Operating System — is a real-time 

crisis coordination system that bridges satellite data 

and field resources.


Three layers:

- ARGOS: open marketplace of certified drone operators, 

  real-time availability across the region

- TRITON: signal engine — one alert activates all available 

  operators within geographic range, sub-2-minute dispatch

- OROS dashboard: single decision interface — flood map, 

  triage priority, one-click dispatch, timestamped log


David doesn't need his own Goliath. He just needs access 

to the Goliath data. A mayor of a 12,000-person municipality 

"controls" ESA satellite infrastructure. No own fleet. 

No tender. 30-day deployment.

EU SPACE TECHNOLOGIES:

Copernicus Sentinel-1 SAR — flood extent mapping through 

clouds, real-time. We use EMSR756 activation data from 

the actual September 2024 Poland floods via the public 

Copernicus Data Space API — no CEMS authorisation required 

at municipal level.


Galileo GNSS — real-time positioning of field resources 

(certified drone operators). Sub-metre accuracy for 

resource dispatch coordination.


Both data sources are open, free and EU-sovereign — 

any Polish municipality can access them without 

institutional agreements or budget barriers.

CHALLENGE #3: DISASTER RISK MONITORING


Extreme flood events are becoming more frequent — PAN 

Committee confirmed 2× higher probability. Poland 2024 

flood losses: ~20 billion PLN. 60% uninsured.


OROS addresses disaster risk by providing:

- Early warning integration: IMGW flood thresholds trigger 

  automatic TRITON alerts

- Real-time situational awareness: Sentinel-1 SAR flood 

  extent updated continuously during the event

- Coordinated response: certified operators dispatched 

  to priority zones within 2 minutes of alarm

- Post-crisis documentation: timestamped decision log 

  ready for audit, insurance and EU Solidarity Fund
