Description

💎 Idea

In the Baltic region, the hardest question for a commander or crisis manager is often not what is happening, but what it means. Is a column of vehicles near the border an exercise or the start of an escalation? Is a GNSS outage a technical fault or deliberate jamming? Is a ship that has gone dark at sea just avoiding fees, or doing something worse? Today these signals sit in separate systems, analysts join them up by hand, and warning comes hours too late.

KORAX is CYBORA’s sovereign early-warning platform. It already fuses satellite imagery, CCTV, ground sensors, transport and border data, OSINT and cyber signals into one real-time picture of land, sea, air and borders. It does more than correlate events: it explains the causal links between them, so decision-makers see why an alert was raised and how confident the system is.

At the hackathon we will build a new EU space layer for KORAX. The layer automatically turns Copernicus and Galileo data into early-warning indicators:

  • unusual activity near borders and critical infrastructure;
  • “dark” vessels at sea;
  • GNSS jamming and spoofing hotspots.

These indicators will feed the same real-time picture. The goal is to give civil protection, border guards and critical-infrastructure operators faster, explainable warning, running on infrastructure the state controls.

🛰️ EU space technologies

  • Copernicus Sentinel-1 (SAR): sees through clouds and at night. We use it to detect ships, flag vessels whose AIS transponder is off, and track change at border areas, rail hubs and staging grounds when optical imagery is useless.
  • Copernicus Sentinel-2 (optical): frequent, free multispectral imagery to confirm and add context to SAR detections, such as new tracks, cleared ground or vehicle concentrations.
  • Copernicus Emergency Management Service: reference maps and rapid mapping products to anchor crisis-response scenarios.
  • Galileo, including OSNMA navigation message authentication: authenticated positioning for our ground sensors and field devices. We also use it to detect and map GNSS spoofing and jamming, a growing problem around the Baltic Sea for aviation, shipping and rail.

Together these EU sources are free, sovereign and available across Europe. This lets KORAX give persistent coverage without relying on commercial or non-EU providers. The space-based indicators are checked against KORAX’s ground sensors and OSINT, which reduces false alarms.

🎯 Challenges addressed

KORAX mainly targets Challenge 2: Space-enabled crisis response and civil resilience, giving authorities earlier, explainable warning so they can act before a situation escalates. It also contributes to:

  • Challenge 3: Countering transnational crime and terrorism, through dark-vessel detection, border-activity monitoring and smuggling-route indicators;
  • Challenge 1: Cybersecurity for space-based strategic enablers, through GNSS spoofing and jamming detection and Galileo OSNMA-based trust in positioning data.
