1. Para quem se destina o HackaBIP?  

O HackaBIP destina-se a três grupos de comunidades: pessoas ligadas à iniciativa local (associações de moradores, associações para o desenvolvimento local, associações culturais, desportivas, instituições de ensino, fundações, empreendedores sociais etc.); à comunidade tech (programadores, designers, hackers, startups, inovação social etc.); cidadãos criativos e curiosos com vontade de colaborar pelo bem comum.



2. Como é que vai funcionar a hackaton?  

As inscrições decorrem entre 01 e 30 de junho mas, a partir do momento em que o participante se inscreve, pode já inscrever um projeto ou tentar associar-se a uma equipa em torno de um projeto, e começar a trabalhar já. Na sessão de Matchmaking do hackaBIP (permanentemente aberta na plataforma Taikai), ou na sessão de Speed Dating, no dia 29 de junho, equipas podem procurar por participantes com habilidades que lhes faltam, enquanto participantes ainda sem projetos podem procurar por uma equipa. Durante o período de inscrições, haverá uma série de Conversas Digitais, online, gratuitas e abertas ao público geral, com a introdução de temas pertinentes ao desenvolvimento dos projetos. Nos dias de 01 a 04 de julho realiza-se a maratona, entre as 14h e 20h, quando as equipas serão acompanhadas por mentores de projeto que lhes vão ajudar a finalizar os projetos e construir o pitch de apresentação, produto que será avaliado na fase seguinte. As equipas terão até as 23h59 do dia 04 de julho para enviar o pitch de seus projetos. Entre os dias 05 e 09 de julho, haverá uma votação popular, aberta ao público em geral, que atribui o Selo hackaBIP como uma menção honrosa ao projeto mais votado. Também haverá uma avaliação de júri técnico que atribui prémios para os três melhores projetos.



3. Quem não fala português também pode participar?  

Sim. A página do hackaBIP na plataforma Taikai tem informação essencial em inglês, e os mentores têm capacidade de interagir em inglês. O participante também pode se comunicar com a organização via e-mail <[email protected]>  sobre o hackaBIP. No entanto, o desafio funciona entre equipas, então o participante deverá encontrar uma equipa que consiga interagir em inglês ou formar uma equipa na língua de sua preferência.



4. Quais são os prémios?  

Os três melhores projetos, segundo a avaliação do júri técnico vão receber: voucher de 600€ para acesso ao bootcamp da LeWagon + 8h de utilização do FabLab Lisboa (máquinas e instrutor, insumos não incluídos) + programa de mentoria em tempo a definir no AUDAX/Iscte-IUL. O 2º melhor projeto, adicionalmente, receberá 1500 euros em ticket educação (voucher para compras), oferecido pela Fundação Galp. O melhor projeto vai receber mais 3000 euros em recursos monetários, oferecidos pela Câmara Municipal de Lisboa.



5. Quem é que fica com os direitos sobre as aplicações criadas na hackaton?  

Todos os projetos constituem trabalho colaborativo. A propriedade intelectual dos projetos desenvolvidos será atribuída aos/a seus promotores/as e aos Organizadores do hackaBIP, sob a licença Creative Commons “CC BY-NC-SA”, de modo a facultar o livre acesso de uso e adaptação, sem objetivos comerciais, mas com obrigação de partilha, a todos/as que tiverem interesse em sua aplicação no desenvolvimento local de Lisboa ou qualquer outro território.



6. Que tipo de projetos são esperados nesta hackaton?  

São esperados projetos que utilizem ferramentas digitais e dados abertos para: ampliar a capacidade de colaboração entre cidadãos, organizações e governo local; criar, ampliar ou democratizar espaços para discussão e deliberação cidadã; permitir o levantamento e produção cidadã de dados, visualização, mapeamento e monitorização; possibilitar a documentação, arquivo e partilha de experiências; outros tipos de projetos que atendam ao desafio lançado de ‘usar as ferramentas digitais e os dados abertos para o desenvolvimento do bairro’.

Devido ao curto espaço de tempo destinado para o trabalho, não é exigido que o produto final seja uma ferramenta operacional; o mais provável é que as equipas apresentem protótipos ou canvas. O formato exigido para a avaliação é um vídeo com um pitch da equipa expondo claramente o que pretende resolver, como, para quem, como pode ser executado etc.



7. Tenho várias ideias para o meu bairro mas não percebo nada de programação.  

Este desafio é para si. Inscreva-se na plataforma, crie seu projeto e procure, no Matchmaking, os parceiros com as habilidades que necessita para sua realização.



8. Sou programador ou designer mas não tenho nenhum ligação com projetos comunitários.  

Este desafio é uma incrível oportunidade para integrar-se com equipas que estão a trabalhar para o bem comum e ajudá-las com suas habilidades técnicas. Inscreva-se na plataforma, inscreva seu projeto caso tenha um, ou procure uma equipa que esteja à procura das habilidades que tem a oferecer.



9. Não moro em Lisboa, posso participar?  

Claro! Desde que seu interesse seja o desenvolvimento local, isto é, projetos de base comunitária voltados para a melhoria de territórios de menor escala. Pode inscrever seu projeto, baseado em problemas da sua cidade, e procurar participantes que queiram trabalhar o seu problema. Ou pode juntar-se a uma equipa que esteja a trabalhar um problema de um território de Lisboa e trazer as suas contribuições.



10. A organização que represento não atua nos territórios BIP/ZIP ou nunca desenvolveu projetos pelo programa BIP/ZIP. Podemos participar?  

Sim. A iniciativa aproveita o ecossistema BIP/ZIP já existente em Lisboa, com suas redes de colaboração e territórios de ação definidos, e é promovido pela Câmara Municipal de Lisboa no âmbito do aniversário do programa, com o objetivo de expandir esse ecossistema e os efeitos dos projetos sobre os territórios. No entanto, o desenvolvimento local visa o desenvolvimento de todo o município a partir de ações locais, das melhorias em pequena escala. Portanto, seja qual for o território de atuação da sua organização, e mesmo que nunca tenha sido financiada pelo programa BIP/ZIP, se ela atua enquanto iniciativa local, este desafio também é para vocês.




               

     ENGLISH VERSION     



1. Whos is the HackaBIP for?  

HackaBIP is aimed at three groups of communities: people linked to the local initiative (dewllers' associations, associations for local development, cultural, sports associations, educational institutions, foundations, social entrepreneurs etc.); to the tech community (programmers, designers, hackers, startups, social innovation, etc.); creative and curious citizens willing to collaborate for the common good.



2. How will the hackathon work?  

Registration takes place between June 1st and 30th, 2021, but from the moment the participant signs up, he/she can register a project join a team around a project, and start working immediately. In the Matchmaking session of hackaBIP (permanently open on the Taikai platform), or in the Speed Dating session, on June 29, teams can search for participants with skills they lack, while participants without projects can search for a team. During the registration period, there will be a series of Digital Talks, online, free and open to the general public, with the introduction of topics relevant to the development of the projects. On the 1st to the 4th of July, the marathon takes place, between 2pm and 8pm, when the teams will be accompanied by project mentors who will help them finalize the projects and build the presentation pitch, a product that will be evaluated in the following phase. The teams will have until 11:59 pm on the 4th of July to send the pitch of their projects. Between the 5th and the 9th of July, there will be a popular vote, open to the general public, which attributes the hackaBIP seal as an honorable mention to the most voted project. There will also be an evaluation by a technical jury that awards prizes for the three best projects.



3. Who doesn't speak Portuguese can also participate?  

Yes. The hackaBIP page on the Taikai platform has essential information in English, and mentors are able to interact in English. The participant can also communicate with the organization via email <[email protected]> about hackaBIP. However, the challenge works among teams, so participants must find a team that can interact in English or form a team in the language of their choice.



4. What are the prizes?  

The three best projects, according to the evaluation of the technical jury, will receive: € 600 voucher for access to the LeWagon bootcamp + 8 hours of use of FabLab Lisboa (machines and instructor, supplies not included) + mentoring program in time to be defined in AUDAX / Iscte-IUL. The 2nd best project, additionally, will receive 1500 euros in education ticket (voucher for purchases), offered by Fundação Galp. The best project will receive an additional 3000 euros in monetary resources, offered by the Lisbon City Council.



5. Who gets the rights to the applications created at hackaton?  

All projects are collaborative work. The intellectual property of the developed projects will be attributed to their promoters and the hackaBIP Organizers, under the Creative Commons license “CC BY-NC-SA”, in order to provide free access for use and adaptation, without commercial purposes, but with an obligation to share, to all who are interested in its application in the local development of Lisbon or any other territory.



6. What kind of projects are expected in this hackathon?  

Projects are expected to use digital tools and open data to: expand the capacity for collaboration between citizens, organizations and local government; create, expand or democratize spaces for citizen discussion and deliberation; allow citizen data collection and production, visualization, mapping and monitoring; enable documentation, archiving and sharing of experiences; other types of projects that meet the challenge of ‘using digital tools and open data for neighborhood development’.

Due to the short time allotted for work, the final product is not required to be an operational tool; most likely, the teams will present prototypes or canvas. The format required for the assessment is a video with a team pitch clearly stating what you want to solve, how, for whom, how it can be done, etc.



7. I have several ideas for my neighborhood but I don't understand anything about programming.  

This challenge is for you. Sign up on the platform, create your project and search, in Matchmaking, for partners with the skills you need to carry it out.



8. I am a programmer or designer but I have no connection with community projects.  

This challenge is an incredible opportunity to integrate with teams that are working for the common good and help them with their technical skills. Sign up for the platform, register your project if you have one, or look for a team that is looking for the skills you have to offer.



9. I don't live in Lisbon, can I participate?  

Of course! As long as your interest is in local development, that is, community-based projects aimed at improving smaller-scale territories. You can register your project, based on problems in your city, and look for participants who want to work on your problem. Or you can join a team that is working on a problem in a Lisbon territory and bring your contributions.



10. The organization I represent does not operate in the BIP/ZIP territories or has never developed projects under the BIP/ZIP program. Can we participate?  

Yes. The initiative takes advantage of the BIP/ZIP ecosystem that already exists in Lisbon, with its collaboration networks and defined action territories, and is promoted by the Lisbon City Council as part of the program's anniversary, with the aim of expanding this ecosystem and the effects of the projects on the territories. However, local development aims at the development of the entire municipality based on local actions, small-scale improvements. So, whatever the territory of your organization's operations, and even if it has never been funded by the BIP/ZIP program, if it acts as a local initiative, this challenge is also for you.
