EIP-XXXX_ Carbon Neutral Ethereum

This EIP proposes a consensus-level mechanism to make Ethereum carbon neutral and eventually carbon positive by implementing a systematic carbon offset program funded through validator rewarddeductions. The proposal addresses Ethereum's historical carbon footprint from both Proof-of-Work(2015-2022) and current Proof-of-Stake operations. A small percentage of validator rewards will beautomatically allocated to a treasury contract that purchases verified carbon credits and fundsenvironmental projects. The allocation percentages and project selection will be governed throughvalidator voting, weighted by stake amount. The mechanism is designed to achieve carbon neutrality within 10-30 years while maintaining minimal impact on validator economics and network security.
